Caroline Tapster
Chief Executive, Hertfordshire County Council

Caroline joined Hertfordshire County Council in 1995 becoming Director of Adult Care Services in 2001 and was appointed Chief Executive in September 2003. She has previously worked in Dorset, East Sussex, and Kent County Council.

Caroline is a Board Member of ALACE and SOLACE, a Director of Hertfordshire Business Link, a member of Hertfordshire University Court and a Governor of Oaklands College. Caroline has led a number of Peer Reviews for other local authorities and is a frequent speaker on leadership and management development.
